U.S. Army Communications Electronics Command Engineering Technician (Architecture) in Tobyhanna, Pennsylvania

Summary About the Position: Incumbent will serve as an Engineering Technician (Architecture) in the Directorate of Installation Services. This position will be filled using the Direct Hiring Authority (DHA) for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in Department of Defense (DoD). Responsibilities Provide technical engineering expertise in the development and direction for the overall project/program. Review and approve contractor submissions to assure compliance with contract specifications. Assist and coordinate the planning design and construction with other depot organizations as well as outside organizations and contractors. Serve as Contracting Officers Representative (COR) to ensure work is accomplished within contract specifications and other contract documents. Provide advice, counsel, and instructions in work and administrative matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes: 1) Supporting engineering and architectural installation activities to meet mission requirements; 2) Guiding and instructing personnel on contract preparation/oversight on a wide variety of systems; AND 3) Preparing designs, plans and specification for construction projects. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Interpersonal Skills Planning and Evaluating Technical Competence Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This is a Career Program (CP) #16 - Engineers and Scientists position. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is NOT authorized, based on a determination that a PCS move is not in the Government interest.
