Minimum Qualifications Transfer:In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and includes a traineeship opportunity. The applicants must meet the following minimum qualifications at the appropriate level based on their experience and education to be considered for this position. Budgeting Analyst Trainee 1 (equated to SG-13): A bachelor's or higher degree Budgeting Analyst Trainee 2 (equated to SG-14): A bachelor's or higher degree and one year of professional experience in budget estimation, justification, and expenditure control functions. (A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.)Senior Budgeting Analyst, SG-18: A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions. (A Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience).

Duties Description The Bureau of Budget Management (BBM) supports the mission of the Office of Children & Family Services (OCFS) to serve New York's public by promoting the safety, permanency and well-being of our children, families and communities by employing best practice solutions and program performance measures to track and measure outcomes.Specifically, this position will be responsible for managing the budgets for child welfare services, adult protective services and domestic violence prevention and victim services with the following responsibilities:• Assist in the development and implementation of the annual budget;• Prepare fiscal analysis;• Evaluate program performance;• Develop budgetary and policy recommendations;• Evaluate proposed legislation; and• Estimate expenditures by monitoring trends.Preferred candidates will have the following skills:• Strong communication skills;• Strong analytical skills;• Strong Excel skills / Strong ability to gather and organize data; and • Demonstrated ability to understand applicable Federal, and State regulations, laws, policies, and proposals.Additional duties will be discussed in detail during the interview.

Additional Comments For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Candidates who took and passed the most recent holding of the Professional Careers Opportunities (PCO) Exam are encouraged to apply. The starting salary listed applies to candidates starting as a Budgeting Analyst Trainee 1, equated to a SG-13. The salary for candidates appointed to a Senior Budgeting Analyst SG-18 starts at $65,164. For current New York State employees, salary is based on the candidate’s salary at the time of hire.Free parking is available at the Rensselaer location. Work hours are 9-5 with periodic mandatory overtime during the budget season. NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines and can be discussed at time of interview.Background Investigation Requirements:1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. 3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
