Environmental Protection Agency Emergency Management Specialist in Philadelphia, Pennsylvania

Summary This position is in Region 3, Superfund and Emergency Management Division, Preparedness and Response Branch, Preparedness and Support Section. About Region 3:R3 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Represent the Region and the Agency in developing and coordinating Standing Regional Response Team (RRT) preparedness activities. Plan, develop, oversee, and conduct training, drills, and exercises to test and improve the effectiveness of the Region’s readiness to respond to emergencies. Assist program managers and On Scene Coordinators (OSCs) in the development and maintenance of Region 3’s implementation of the Incident Command System for Incident Management Teams (IMT). When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level. You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-12 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-11 level defined as coordinating with Federal, State, and local partners on planning for emergency response activities; and conducting training and exercise activities related to emergencies, preparedness, and/or homeland security activities. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as leading coordination with Federal, State, and local partners on planning for emergency response activities; conducting training and exercise activities related to emergencies, preparedness, and/or homeland security activities; and assisting with emergency response programs data collection and maintenance. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of emergency planning, preparedness, and/or response. Knowledge of federal regulations related to emergency management. Ability to plan and conduct training, drills, and exercises. Skill in oral communication. Skill in written communication. Knowledge of the National Incident Management System (NIMS) Incident Command System (ICS) principles and doctrine. Skill in the use of use of information technology systems. Skill in the use of Geographic Information Systems software. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
