THE POSITION
The purpose of this position is to ensure that PA Department of Education (PDE)’s established contracts are conducted, managed, and administered according to the specific requirements associated with the contract including compliance on budget, timeline, service level agreements, program specific requirements, time and materials, and deliverables. Are you a strategic thinker, curious about how processes work, or how they can be improved? Are you detail-oriented and able to stick with a challenging project until it is complete? Is it important to you to ensure all the requirements of a task are completely fulfilled or can be mitigated to ensure compliance? We are looking for the right person with those unique combination of skills to carry out the Contract oversight and monitoring within the Compliance Office at PDE.
DESCRIPTION OF WORK
This position provides oversight and compliance monitoring of PDE’s established contracts and their management process, identifies ways to reduce risk of non-performance, and improve return on investment, as well as mentors resources who are tasked as the point of contact for a contract on best practices for contract administration.
This position establishes and maintains policies, procedures, and internal controls which govern Contract Management, and is responsible for performing Contract Monitoring. The position identifies, assesses, and tracks the current list of contracts for periodic monitoring review; schedules and conducts internal control and policy monitoring reviews of PDE contracts for compliance and alignment with internal controls, policies, procedures, Service Level Agreements, progress of stated services and/or deliverables, and to identify weaknesses. Provides feedback through observation reports for overall compliance and corrective action reports on weaknesses and areas of improvement.

Work Schedule and Additional Information:
Full-time employment
Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report in-office 1 to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS
Minimum Experience and Training Requirements:
One year as a Program Analyst 2;or
Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree;or
An equivalent combination of experience and training
