Salary:$126,000

Program Overview:

The Program Evaluation and Quality Assurance (PEQA) Department was founded in 2011 to design, implement, and manage the organization’s performance measurement and management systems, as well as support the agency’s needs in evaluation, quality assurance, and compliance. The department’s mission is to enhance the agency’s ability to achieve its mission by developing and facilitating processes and systems that measurably improve the quality and effectiveness of our services and operations, and to support agency leadership in managing towards high performance.

Position Responsibilities:

The Director of Performance Evaluation and Management & Quality Assurance (PEQA) reports to the Chief Operating Officer. This position oversees the organization’s ability to create, analyze and use data to improve services across the agency, and oversees a team of quality assurance staff who are responsible for the efficacy of Project Renewal’s case record documentation processes. This position will play a major role in assisting the organization manage the shifts in the regulatory and funding environment by developing data driven management tools to help us manage the changing landscape of healthcare reform. Key responsibilities will include strategic leadership, content expertise, managing complex systems, and conducting capacity building activities in all areas of evaluation and performance measurement and management across all programs. This person will be a dedicated non-profit professional with real world experience working with health and human service programs, will have exceptional interpersonal and communication skills, and will have strong quantitative and technology skills. The ideal candidate is a self-starter, proactively identifies and resolves issues, and is able to lead group processes that result in positive and collaborative problem solving.

Essential Duties & Responsibilities

The essential duties of the Director of PEQA include but are not limited to:

  • Performance Measurement and Management (PMM)

  • Provide strategic leadership in how the organization approaches PMM, including both agency wide strategic PMM as well as client specific tactical PMM.

  • Develop and lead a PMM strategy which builds upon our existing system’s strengths and empowers employees at all levels of the organization to work collectively to accomplish the agency’s mission.

  • Oversee staff who design, develop, and manage reports and dashboard solutions in conjunction with the IT department to ensure that employees at all levels of the organization have the information they need to make decisions.

  • Assist staff in understanding and implementing performance measurement and management systems, including activities such as identifying data needs, data collection, data reporting, interpreting findings, improvement plan development, staff supervision and support, etc.

  • Work closely with the agency’s IT department to optimize performance and use of our multiple databases and technology resources.

  • Design and manage a data integrity plan and support data integrity efforts across the agency.

  • Evaluation

  • Set the agency’s evaluation priorities and agenda to support the creation and use of knowledge to improve service delivery and add to the sector’s evidence base.

  • Play a leading role in the planning, design, implementation, and follow up of a wide variety of evaluative activities.

  • Analyze and provide feedback on data from a variety of data collection and evaluation activities.

  • Manage any external evaluation or research projects.

  • Capacity Building activities

  • Collaborate with agency training, IT, and quality assurance staff to design and conduct trainings and other capacity building activities around a variety of topics, including, but not limited to: PMM, service documentation, database usage, evaluation, and program planning.

  • Provide coaching, support, mentoring, and guidance on a variety of management and evaluation topics.

  • Q/A

    • Oversee the team that assesses the quality of care in the agency’s mental health and substance use disorder housing programs and supporting services, and partners with program staff to implement targeted improvement efforts.
  • Other responsibilities

  • Oversee the staff responsible for the incident review efforts at Project Renewal.

  • Supervise 3-4 performance analysts.

  • Leverage the performance measurement and evaluation systems to inform program planning and organization strategy efforts.

  • Work closely with other administrative functions including human resources, training, IT, finance, operations, and others to support programs in their efforts to improve the quality and effectiveness of their services.

  • Participate as the leader of the PEQA team and support other department efforts that require data and evaluation projects.

  • Assist as needed on ad hoc projects.

    Qualifications:

    The ideal candidate will have a commitment to the mission of Project Renewal and passion for data driven management in order to improve Project Renewal’s ability to fully achieve that mission.

    Specific minimum requirements include:

  • Master’s degree in a related field with a minimum of three years’ experience in human services program management, evaluation, homeless services, consulting, or related field. Strong candidates with a BA and at least five years of relevant experience will be considered.

  • Knowledge of performance measurement and management approaches.

  • Demonstrated skill and experience in analyzing complex problems and systems.

  • Strong quantitative and Microsoft Excel skills

  • Proven track record in building and maintaining partnerships and teams that achieve tangible results.

  • Exceptionally strong interpersonal and communication skills as well as an ability to work effectively with multiple stakeholders (e.g.: funders, employers, colleagues, staff), understanding and incorporating diverse points of view, styles and approaches.

  • Experience and knowledge of group facilitation techniques

  • Attention to detail, with exceptional analytical, organizational, communication and project management skills.

    Preferred knowledge, skills, and abilities include:

  • Knowledge of quantitative and qualitative evaluation approaches and experience in conducting evaluations.

  • Experience working with programs that serve adults with mental health and/or substance use issues.

  • Experience using relational databases and statistical packages to collect and analyze data.

  • Consultation or capacity building experience in human services non-profits

    All newly hired Project Renewal staff must provide verification of being fully vaccinated against Covid-19.
