Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position. Candidates must currently be permanent as a Mental Health Program Specialist 2 and eligible for a lateral transfer OR have one year of permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Office of the Chief Medical Officer (OCMO). The incumbent of this position will support the Chief Medical Officer and Director of Operations in the coordination of OCMO activities including collaborative initiatives with other OMH program areas as well as some cross agency projects. OCMO oversight and coordination areas include mental health program services across the lifespan and service settings, psychiatry, medical and nursing services, population health data and evaluation, prevention initiatives and research institutes and human research protections.This position will: • provide strategic planning and project management support, • analyze, interpret, and evaluate information from multiple sources,• prepare summary presentations and documents including formulating recommendations,• lead in person meetings and virtual webinars, • contribute to guidance development in support of OMH policy, using available evidence,• track administrative and fiscal resources.Specific duties to be performed may include, but are not limited to, the following:• Providing project management support to initiatives within OCMO scope as part of the latest Executive Budget investments in the New York State public mental health system (e.g., hospital discharge planning and capacity monitoring).• Planning, facilitating and summarizing workgroup meetings with subject matter experts and maintaining ongoing communication to track action items.• Identifying and synthesizing information to inform the development of policy and the design and implementation of novel mental health programs, including outcome measures.• Maintaining awareness of relevant data sources and provide technical assistance to staff to maximize use for data driven decision making. • Supporting various, ad hoc projects: -Organizing and tracking project deliverables (e.g., divisional spending plans, internal budget narrative documents for annual testimony). -Supporting CMO and program staff in preparing budgetary and contract documents for Academic Affiliate and Nurse Practitioner Fellowship programs. -Preparing PowerPoint presentations and talking points for CMO and OMH leadership use at various speaking/public engagements.

Additional Comments In addition to the PEF Grade 23 salary of $84,156 the selected candidate will also receive a $3,400 Downstate Adjustment. Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process.
