City of New York Labor Relations Analyst in New York, New York

Job Description

The Office of Human Resources & Employee Experience (HREX) is responsible for ensuring the Department complies with applicable labor and employment laws and City and Agency rules and policies. The division provides guidance to managers and employees on a variety of topics including recruitment, employment, civil service, job and organizational design, labor relations, youth programs, benefits, wellness, performance evaluations, salary administration, timekeeping, and time and leave administration.

Under direction, with wide latitude for independent initiative and judgment, the Labor Relations Analyst performs difficult professional work in research and analysis of labor/management issues and related work:

  • Assist with the analysis of data for accretions in conjunction with the Office of Labor Relations. Conduct complex analysis of labor/management issues.

  • Analyze data and make recommendations to be utilized in developing the Agency's grievance responses, including on complex matters.

  • Forge and maintain effective relationships with management and staff; remove communication barriers to encourage the resolution of issues; encourage a quality, caring, organizational environment aimed at continuous improvement.

  • Conduct day-to-day communications with the various labor unions representing DOB employees.

  • Conduct research and gather information, including on complex matters, in preparation for labor management meetings. In consultation with Labor Relations Manager, schedule labor management meetings and provides follow up on labor management meeting outcomes.

  • Implement the performance evaluation process, including civil service probation and all associated reporting functions.

  • Assist with implementation of labor relations aspects of Human Resources processes, such as disciplinary transfers, demotions, unit reorganizations.

  • Assist with planning of strategic human resources initiatives as directed.

  • Perform other tasks and managing other projects as assigned.

Qualifications

  1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, industrial psychology or a closely related social science field and one year of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning, or a related area; or

  2. A baccalaureate degree from an accredited college and three years of professional experience as described in "1" above; or

  3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college.
