Your Team:

The Division of Building and Land Development Services (BLDS) leads the agency’s effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD’s Office of Development. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers.

The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit, and the Program Management Unit.

Your Impact:

As an Electrical Inspector, you will be responsible for inspecting the design and monitoring the installation of electrical systems for both newly-constructed and rehabilitated multi-family buildings.

Your Role:

The ideal candidate should have a background in Engineering, Engineering Science, or related field, and possess a thorough understanding and strong knowledge base of New York City building and construction codes, as well as Federal, State, and City housing codes and regulations, with a specialization in the installation of electrical systems and possess a thorough understanding of design and construction means and methods for multi-family housing in New York City. Your Responsibilities.

Your Responsibilities:

Under general supervision of the Deputy Director of MEP Inspections, the Electrical Inspector will be responsible for reviewing the design and monitoring the installation of electrical systems for both newly-constructed and rehabilitated multi-family buildings. His/her responsibilities will include, but not be limited to, the following:

  • Monitor the installation of electrical systems during the construction/alteration of multi-family buildings to ensure conformance of work to approved plans, contract specifications, industry standards and pertinent codes, and timely adherence to the proposed construction schedule;

  • Work closely and coordinate with BLDS’ Bureau of Construction Services to provide construction oversight and resolve site issues that arise during the installation of electrical systems at HPD-assisted projects;

  • Conduct field surveys and inspections of existing electrical systems and assist in determining a scope of work, cost estimate, and recommendations for repair and/or systems replacement;

  • Perform thorough research on electrical systems by obtaining, reviewing and analyzing pertinent information/ documentation, and consulting appropriate parties to successfully resolve discrepancies that arise on the field;

  • Prepare accurate, organized and comprehensive field reports pertaining to the progress of electrical installations during the construction phase; and

  • Assist in the review and approval of electrical change orders that arise in HPD-assisted projects.

Preferred Skills

  1. Demonstrate thorough knowledge of all aspects of Engineering to provide technically sound recommendations and determinations.

  2. Proficient in AutoCAD and Microsoft Suite (Word, Excel, Outlook, etc.)

  3. Experience in review of plans and contract documents for electrical and wiring systems for multi-family housing.

  4. Ability to read and understand drawings/plans, scopes of work, and specifications.

  5. Excellent trade base knowledge and familiarity with New York City government and housing issues.

  6. Experience in conducting inspections at construction job sites for new and existing buildings.

  7. Excellent mathematical, technical, writing, verbal, analytical, and organizational skills.

  8. Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others.

  9. Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills.

  10. Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues.

  11. Candidate may be subject to a background investigation conducted by the New York City Department of Investigation.

Qualifications

  1. Four years of full-time satisfactory experience in the installation, repair and/or inspection of electrical equipment, at least two years of which must have involved a large building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories, adding up to a total of at least 100,000 square feet; or

  2. A combination of education and experience that is equivalent to the four years of experience required in “1" above. College education leading to a baccalaureate degree in engineering or engineering technology may be substituted for the required experience in the installation, repair and/or inspection of buildings and/or facilities on the basis of 5 semester credits for two months of experience up to a maximum of 60 semester credits. However, to qualify, candidates must have at least two years of the required experience in the installation, repair and/or inspection of electrical equipment in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories, adding up to a total of at least 100,000 square feet; or

  3. One year of full-time satisfactory experience working for a city agency or authority governed by the Personnel Rules and Regulations of the City of New York performing the full range of duties in the installation, repair and/or inspection of electrical equipment and/or systems in buildings, grounds, and/or facilities. This requirement is applicable for this examination only.

Experience which is primarily as an apprentice, helper or laborer is not acceptable towards meeting the qualification requirements.

Driver License Requirement: By the time you are appointed to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension(s) or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.
