Your Team:

The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

The Division of Budget and Program Operations (BPO) within HAS supports the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, and Policy and Program Innovation. BPO assists with program budgeting and planning, including staffing and procurement support. The Division also manages Housing Quality Enforcement (HQE) and related inspection functions. Additionally, the BPO team coordinates technology initiatives and analytics across the Office, providing support on key systems to internal and external stakeholders.

Your Impact:

The Director of Housing Quality Enforcement (HQE) within the BPO is a management role reporting to the Executive Director of Budget, Procurement, and HQE. The Director oversees the enforcement component of inspections for subsidy programs administered by the Office, with responsibility for the day-to-day management of the HQE function.

Your Role:

The Housing Quality Enforcement (HQE) unit has approximately 20 staff members in total. The Director will provide overall direction to the unit and directly supervise a team of 3 supervisors who oversee multiple teams. The HQE team oversees all aspects of Housing Quality Standards (HQS) enforcement to ensure clients are residing in units that are safe, decent, and sanitary and that both our tenants and landlords follow federal regulations. In addition, the team is responsible for implementing new inspection standards such as HUD NSPIRE inspection protocols and related enforcement for those new protocols. The HQE team will also be responsible for the management of inspection resource, whether coordinating with in-house resources, or working with an external contracted inspection resource.

Your Responsibilities:

The selected candidate will serve as Director of Housing Quality Enforcement within the Division of Budget and Program Operations in the Office of Housing Access and Stability reporting to and working closely with the Executive Director. The Director will train, supervise, and evaluate the performance of assigned staff, and oversee disciplinary actions according to HPD’s established policies and procedures. They will manage the day-to-day operations of the HQE unit, ensuring compliance with HPD and HUD regulations.

A key responsibility will be overseeing the transition to HUD NSPIRE inspection protocols. This includes developing and implementing training programs for HQE staff on the new standards, coordinating with other HPD divisions and external partners to ensure seamless integration, and conducting regular reviews and updates of inspection procedures. The Director will also implement quality assurance measures to monitor and evaluate the effectiveness of inspection processes and lead efforts to adopt best practices in housing quality enforcement.

The Director will manage inspection resources, both internal and external, and ensure inspections comply with various subsidy programs’ rules and regulations. This includes coordinating with technology teams to enhance data collection, reporting, and analysis related to housing inspections, and maintaining a comprehensive database of inspection results and related compliance documentation. They will ensure timely and accurate reporting of inspection outcomes to relevant stakeholders, including HUD and other oversight agencies.

In this role, the Director will develop strategies to enhance operations, improve productivity, and foster staff development. This involves promoting continuous improvement initiatives, establishing performance metrics for inspection activities, and advocating for policy changes and improvements in the work of the unit. The Director will also maintain effective relationships with staff, participants, the public, and community organizations, addressing housing quality concerns and fostering collaborative solutions.

Additionally, the Director will collaborate with other departments and agencies, manage special projects, and represent the Division in meetings. They will respond to inquiries from landlords, tenants, elected officials, and the public, ensuring all communication is courteous and professional. The Director will provide regular updates and reports to senior management on the status of inspection activities and compliance issues and ensure that all inspection activities are conducted with the highest standards of integrity, professionalism, and respect for tenants and landlords.

Preferred skills:

  • Strong leadership and managerial experience

  • Knowledge of HUD inspection standard such is HQS, REAC or NSPIRE

  • Knowledge of Federal, City, State and Agency systems and processes

  • Experience in program management and improvement.

  • Exceptional project management, organizational, analytical, and communication skills.

  • Proficiency with Microsoft Office and other analytical tools.

  • Knowledge of Section 8 and other rental subsidies, and federal, state, and local housing laws and regulations

  • Knowledge of programming languages such as SQL a plus

NOTE: Only those candidates currently serving in the Administrative Staff Analyst title, or comparable civil service title are eligible to apply.

Qualifications

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
