Salary Range Min: $ 96,277 – Max: $ 136,290 ( Grade D/634)

Responsibilities:

This position is responsible for overseeing Capital Support Services (TA Labor & EFA) for all capital projects. Directs Subways' multi-divisional force account estimating process to establish EFA and TA Labor budgets. Manages the planning/monitoring of TA Labor utilization. Oversees in depth analyses of Subways' Capital Support Services and directs the preparation of management reports. Works with MTA Construction & Development (C&D), and DOS operating divisions on both TA Labor/EFA budget management and identifying/resolving TA Labor issues. Coordinate the planning, review, and oversight of Small Business Mentoring Projects. Assist operating divisions with charge verification process on various projects.

Education and Experience:

A Bachelor’s degree in, Business Administration, Finance, Public Administration, Engineering or a related Field. Ten (10) years of satisfactory full-time paid experience, five (5) of which must have been in a supervisory/managerial capacity.

Desired Skills:

  • Knowledge of NYCT's Capital Program, and the TA Labor and EFA Force Account Estimating process.

  • Familiarity with Service Delivery’s rules and regulations, as pertaining to flagging, GO's and equipment used.

  • Ability to prioritize to meet tight deadlines and constrained funding.

  • Knowledge of engineering and construction standards.

  • Knowledge of database management and MTA C&D Project Management & Design guidelines.

  • Excellent verbal and written communication skills.

    Selection Method:

    Based on evaluation of education, skills, experience, and interview.

    All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
