Job Description

In order to be considered for this position candidate must be serving permanently in the Administrative Staff Analyst title, or be reachable on the civil service list, or be eligible under the 55a program.

The Traffic Operations Division for the New York City Department of Transportation ensures the operation and maintenance of over 13,800+ traffic signals, 350,000+ street lights, 85,000+ metered on-street parking spaces, 35+ municipal parking lots and garages and 2000+ red light, speed and bus lane enforcement cameras.

The Deputy Director, Program Management will work within the Traffic Operations division to support change across the operations. In the role, the position will be required to perform complex business analysis and research across the various units. Additionally, they will act as liaison between Traffic Operations and the administrative and operating divisions to ensure optimum efficiency of workflows and the needs of the Division are implemented as per requirements and support IT project implementation. The ideal candidate will have knowledge of transportation planning and operations, complex business analysis/research experience, and/or change implementation knowledge and experience. This role requires the ability to think critically, effectively collaborate with various stakeholders, and ensure successful delivery of change aimed at improving government business processes.

Responsibilities:

  • Research & perform business analysis of data and workflows across the operations.

  • Interact and understand the operation’s day to day in order to document requirements, identify opportunities for improvements, and advocate on their behalf.

  • Liaise with the administrative and operating divisions, including Budget and IT.

  • Understand the various IT systems in order to identify opportunities for improvements and resolve issues as they arise.

  • Interact with the Deputy Commissioner’s Office by reporting progress of projects and advising on priority, ad hoc issues.

  • Understand the Division’s overall needs in an effort to establish synergy between various operations.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
