Job Description

HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities. The Office of Asset and Property Management (APM) is composed of five divisions, which includes the Divisions of Asset Management, Property Management & Client Services, Housing Supervision, Housing Opportunities & Program Services, and Co-op Readiness & Technical Services.

The Division of Asset Management is responsible for ensuring the longevity and affordability of units the agency has created and preserved. Its programs are geared to proactively identify at-risk buildings and portfolios and to stabilize struggling and mismanaged assets. The Division tracks information on the physical and financial condition of properties, as well as oversees compliance with regulatory agreements ensuring affordability. Working with owners, partners, and HPD's Office of Development, the division helps reposition projects using a variety of approaches including financial assistance, changes in property management and/or ownership.

Your Impact:

As the Data Analyst for Asset Management, you will maintain the portfolio of affordable assets to ensure that the Asset Management unit is monitoring all appropriate properties and assist with analytic projects and initiatives. You will work with the Office of Development, the Division of Strategic Operations and Analytics, and other business units to collect information on properties and respond to data inquiries.

Your Role:

In your role as Data Analyst, you will conduct project intake for appropriate monitoring of affordable assets and provide research and analytical support to maintain the Asset Management portfolio.

Your Responsibilities:

  • Serve as the primary liaison with the Office of Development on the transfer of projects to the Asset Management portfolio

  • Identify projects that meet portfolio intake criteria and conduct property research to maintain portfolio and associated datasets in Asset Management’s system of record, Portfolio Management

  • Act as subject matter expert for the Asset Management portfolio and project intake policy

  • Perform quantitative and qualitative analysis on the Asset Management portfolio and respond to data requests

  • Assist with administration and maintenance of Asset Management’s system, Portfolio Management

  • Work on special projects as needed

Preferred skills

  • Works well independently and collaboratively with others

  • Takes initiative in defining work given general guidelines and oversight

  • Ability to manage multiple projects, prioritize critical issues, and meet hard deadlines

  • Excellent organizational skills

  • Advanced knowledge of Excel and familiarity with tracking projects in a database

  • Strong written and verbal communication skills

  • Strong data and analytical skills

  • Experience with Access, SQL, and MRI softwareis a plus.

  • Experience with business intelligence tools such as OBIEE is a plus.

  • Knowledge of data management best practices

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
