Job Description

GENERAL PURPOSE

The Painter position is skilled painter work assigned to the Public Works department, Operations & Maintenance division. This position is assigned to the Gracedale Campus, and shall work primarily at Gracedale Nursing Home and surrounding County buildings including the 911 Emergency Management Services Building, Forensic Center, Greystone Building, and Parks facilities. The core hours for this position are 7:00 a.m. until 3:00 p.m. however the required schedule is subject to change.

SUPERVISION RECEIVED

This position reports directly to the Operations & Maintenance Supervisor, and/or Association Operations & Maintenance Supervisor.

SUPERVISION EXERCISED

This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION

Prepares work areas with drop cloths and tarps as needed to minimize dust and disturbance.

Prepares surfaces for painting by spackling, sanding, and cleaning to remove dust and residue.

Applies paint, primer, stain, and other finishes to interior and exterior walls, floors, ceilings, partitions, woodwork, furniture, equipment, and other fixtures.

Erects and disassembles scaffolding.

Cleans up tools and surrounding area during drying time and after completion.

Determines materials needed for jobs, checking against current supply. Orders and receives supplies and equipment for each job. Coordinates schedule for job performance with other building personnel and those in affected area. Follows standard safety practices, including safeguarding building users, visitors, or residents.

Keeps records of jobs performed, materials used, and related information. Works with contractors, inspectors, and vendors to plan for and coordinate efforts in larger alteration or repair jobs, including new construction as determined by the supervisor.

Makes repairs to paint jobs, including repainting areas with water damage or other imperfections.

Opens doors, windows, drawers, etc. which have been painted shut.

May assist other maintenance personnel with mechanical, electrical, plumbing, carpentry, and masonry work as directed, and when schedule permits.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE – Completion of a high school, or general equivalency diploma; AND

At least three (3) years of painting experience is required; AND

Employees assigned to this title will be required to possess and maintain a valid and current motor vehicle operator’s license and must have an acceptable driving record.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the principles, practices, methods, and techniques commonly employed in the preparation and application of various finishes to different types of wall surfaces.

Thorough knowledge of the tools, substances, and safety precautions of the paint trade.

Skill in the use and maintenance of paint brushes, rollers, and power tools such as spray guns and painting machines.

Ability to understand and follow verbal and written instructions.

Ability to work in close proximity to nursing facility patients, families, and visitors, if required by work assignment.

Ability to establish and maintain effective working relationships with associates, other facility staff, patients, and their visitors.

Ability to lift, carry, and maneuver into position a variety of painting tools and materials.

Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT

Motorized vehicles, power and hand tools including: rollers, roller pans, ladders, sawhorses, spray guns, shop vacuums, sandblasters, and other tools required for minor painting, structural repairs and routine maintenance, personal computer, calculator, and phone.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel, or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch, crawl, walk, sit, talk, and hear.

The employee must frequently lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

I. Medical Insurance

Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.

II. Vision and Prescription

Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.

III. Dental Coverage

Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.

IV. Life Insurance

A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.

V. Retirement

All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan [457(b)] which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.
