United States Fleet Forces Command SUPERVISORY PROGRAM MANAGER in Naval Business Center, Pennsylvania

Summary You will serve as a SUPERVISORY PROGRAM MANAGER in the Business Operations Division, Code 1410 of the Naval Foundry and Propeller Center (NFPC) Norfolk Naval Shipyard Detachment - located in Philadelphia, PA. Responsibilities You will supervise a team of civilian resource management/acquisition and technical personnel to fulfill the programmatic responsibilities of planning, programming, and budget execution, fiscal and internal controls, and program management. You will administer the life-cycle management of all assigned projects including the implementation of overall project management policies, plans, requirements and directions. You will be responsible for the oversight and direction of the generation and tracking of project cost and schedules, performance metrics, risk assessments, procurement planning and materials management. You will review program documentation and make decisions concerning long range plans, policies and schedules to improve the programmatic and technical effectiveness of the management team. You will direct long range and annual work planning, conduct evaluation of program goals and objectives, and provide guidance to subordinate supervisors in major problem areas You will plan and assign work to be accomplished by subordinates. You will make decisions on work problems presented by subordinates and sets priorities and schedules. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing comprehensive knowledge of program management, financial management, contract management, programming and budgeting regulations, and logistics support planning; Experience utilizing advanced knowledge of contract management and Navy contracting procedures; Experience displaying exceptional oral and written communication skills to present and discuss program status, even during short and "no-notice" situations; Experience with material management from planning and procurement to inventory and shipping; Experience demonstrating exceptional leadership and interpersonal skills essential to management and program direction.
