Naval Sea Systems Command CONTRACT SPECIALIST in Naval Business Center, Pennsylvania

Summary You will serve as a Contract Specialist in the Contracts Department, Code 02, of either Contracts A, B, or C Division of Naval Surface Warfare Center Philadelphia Division (NSWC PHILA DIV). Responsibilities You will serve as a contract specialist with contracting authority for procurements under the Other Transaction Authority (OTA) and other Non-FAR based actions. You will support prototype requirements that improve system functionality. You will support future mission capabilities and improve maintainability, sustainability, operability, and safety of navy systems, subsystems, and components. You will coordinate the planning, negotiation and administration of agreements, utilizing sound business judgement and out-of-the-box thinking in the relatively unstructured environment for prototyping and or production requirements. You will process or facilitate agreements, strategy planning, collaboration with industry partners, strategic planning of project cycles and milestone planning and adherence. You will draft procurement documents such as memorandums of record, cost and price analysis, and selection procedures and decisions. You will be responsible for the post award management of Other Transaction (OT) project agreements including modifications and payments. You will interface with managers and technical personnel/ sponsors, legal counsel and other Government activities, as well as industry partners. You will work independently on procurements from cradle to grave and develop acquisition strategies, including identifying prototype requirements suited for the Non-FAR based environment. You will ensure obligation of funds are in accordance with fiscal and appropriation law and contracting terms and conditions. You will adhere to statutory requirements, NAVSEA and local policy and procedures. You will serve as an advisor providing guidance to Acquisition Managers, Project Technical Leads, and requirements owners on proper procedures and processes during execution of prototyping and or production efforts. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate: For GS-13: at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contract specialist analyzing procurement requirements to plan, negotiate, and award contracts for equipment, supplies, or services and resolving related uncertainties for a program. Experience with non-FAR based procurements, including the Other Transaction Authority, is preferred but not required. For GS-12: at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contract specialist performing contract analysis or evaluation functions for procurement negotiation and administration to ensure compliance with regulatory and statutory requirements, as well as local policy, process, and procedures. Experience with non-FAR based procurements, including the Other Transaction Authority, is preferred but not required.
