Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.Non-Competitive Minimum Qualifications:Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).4. Duties Description Eliciting and documenting requirements for automated systems, using various methods including but not limited to process models, User Stories, and Use Cases • Create process, data and object-oriented models to support understanding• Provide technical expertise in the application of analytical processes to the planning, design and implementation of new and improved information systems to meet the needs of business units• Translate functional and technical requirements into programming specifications through design documents, decision logic tables, and flow diagrams• Test, validate, and document applications• Create helpful and informative technical documentation for mission critical systems to ensure applications can be supported when key staff retire• Lead JAD sessions as a recording analyst or scribe• Lead business process improvement consulting engagements• Develop value stream maps, associated documentation and reports• Work closely with the Business Architect to create a cohesive view of business environment • Assist with the establishment and maintenance of business analysis methodologies• Assist developing consistent approaches for business analysis and providing guidance on tools and techniques• Assist with the delivery of business analysis training and the establishing of a BACOP• Schedules and plans project activities working closely with staff and stakeholders; • Insures deadlines are met on project timelines and reports to supervisor; • Assists with evaluating post implementation performance and defect rate for reporting to supervisor;
