POSITION ANNOUNCEMENT Budget AnalystGrade: 18Annual Salary: $64,928 - $70,000The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Budget Analyst under the Bureau of Budget, Division of Finance, within the NYC Department of Health and Mental Hygiene. Description of Division/Bureau/Job descriptionThe Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization, and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding, and technical capacity to deliver critical services effectively and meet DOHMH’s objectives. The budget analyst position requires analytic, interpersonal communications and problem-solving skills. The selected candidate must be able to tailor a financial information for its intended audience and must be responsive, possess effective people skills, and have the ability to work with employees at all levels. A successful candidate will demonstrate strong organizational and communication skills along with the ability to multi-task in a fast-paced work environment and adapt to changing needs and priorities. A successful candidate must be proficient in Excel, Word, and Microsoft Office. Opportunities for advancement exist both within the Bureau and throughout the Department.Duties and Responsibilities:Under the direct supervision of the Director of Mental Hygiene Budgets, the budget analyst will be responsible for the following:•Monitor spending for PS and OTPS budgets for assigned Mental Hygiene programs for compliance.•Review budgets and budget modifications submitted by Mental Hygiene for PS and OTPS budgets. •Research the programmatic implications of proposed policies, including identifying the impact to contracts, Personnel Services and Other Than Personnel Services budgets.•Assist in the development and implementation of new policies and procedures related Mental Hygiene budgets.•Serve as the OBA contact to oversight agencies at the city, State and Federal levels.•Assist in the preparation, review, and implementation of city financial plans, State Aid Letters, and grant awards.•Be responsible for ad-hoc reporting and analyses related to Mental Hygiene budgets and fiscal administration.•Provide high-level recommendations for senior management on assigned programs.•Coordinate with other Budget Analysts to complete the tasks outlined above.Minimum Qualification1.A baccalaureate degree from an accredited college in accounting, finance, economics , or a related field.Preferred Qualifications2.Public sector financial management experience (in particular, City government experience)3.Familiarity with accounting practices and DOHMH payment and accrual systems and an understanding of the City’s financial management systems and tools.Remote Work Policy: DOHMH employee working through RFMH are allowed a Hybrid option post training and onboarding.Sponsorship Policy: Applicants must be authorized to work in the U.S. Unfortunately, we are unable to sponsor or take over sponsorship of employment Visa at this time.Location: 42-09 28th Street, Long Island City, NY 11101 Salary: Commensurate with experienceTo Apply: Submit a cover letter and resume on our website at https://rfmh.applicantpro.com/jobs/ .
