Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a QUALITY ASSURANCE SPECIALIST, Position Description Number D1065000 and is part of the PA Army Aviation Support Facility 2, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a QUALITY ASSURANCE SPECIALIST, GS-1910-09, you will develop the AASF Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards. Develop quality assessment plans to evaluate and improve quality of maintenance production and work processes. Develop local regulations and/or operating instructions for implementation of the quality assurance and reliability program and ensures compliance with procedures. Serve as quality assurance authority in the AASF. Maintain the AASF master library. Monitor the AASF publication improvement system to include the recommended changes to publications and blank forms (DA Form 2028) and material deficiency, and Quality Deficiency Reports (QDR). Manage the Safety-of-Flight (SOF) and Aviation Safety Action Message (ASAM) programs to ensure effective and timely accomplishment. Monitor aircraft acceptance/transfer inspections, aircraft configurations, and component time-change requirements. Manage the weight and balance program. Perform command directed quality inspections and special inspections for all aspects of aircraft and associated equipment. Perform inspections of maintenance shops for safety and condition of equipment. Monitor calibration of shop and test equipment to ensure serviceability. Investigate equipment failure trends on aircraft airframes and components and systems. Incumbent is required to wear appropriate protective clothing or gear such as safety glasses, ear protection, and hard-hat, and observe all safety precautions when accomplishing inspections. Conduct formal training of quality assurance and quality compliance principles, procedures, techniques, and skills. Review and evaluate quality compliance inspections performed by production units. Audits the inspection process and methods, analyzes inspection reports, and re-inspects samples of inspections performed. Serve as the primary point of contact (POC) to, and provide liaison services between, the AASF and external organizations regarding QA matters. Serve as the Contracting Officer Representative (COR) for a life cycle contractor support aircraft maintenance contract to ensure contract compliance with written procedures as required. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Army Aviation Support Facility 2 Military Grades: WARRANT OFFICER: WO1-CW4 ENLISTED: E1-E9 Supervisor for this position is CW4 Hill GENERAL EXPERIENCE: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate at least 24 months experience, education, or training, involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications and experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
