Duties Description Under the direction and supervision of a Professional Land Surveyor 1, the incumbent will perform a variety of surveying and right of way mapping duties that may include but are not limited to: • Assisting with the development of work assignments within the ROW mapping or survey groups. • Mentoring and developing technical expertise of all staff. • Processing and adjusting survey control data and preparing survey control reports.• Developing digital terrain models and base mapping deliverables. • Performing right of way and property boundary research and field surveys. • Performing boundary computations and preparing right of way acquisition maps, and other special maps.• Reviewing maps prepared by department staff and/or consultants, for compliance with NYSDOT standards. • Reviewing title data, abstract request maps, control reports and survey computations for accuracy and quality.• Making complex highway boundary and property line determinations and assisting staff with legal research and review of applicable Highway Law and record information. • Assist in providing QA /QC of all surveying and right of way mapping group deliverables. • Assist in providing direction and reviewing work prepared by consultants and non-Department staff for quality and adherence to NYSDOT standards. • Assist in providing information and preparing responses to inquiries from other Regional functional units such as Design, Office of Right of Way, Construction, Operations, Traffic, Planning & Program Management, as well as outside agencies and the public. Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). * To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Land Surveyor Trainee: Either 1. Graduation from an Engineering Accreditation Commission, Engineering Technology Accreditation, or Commission Accreditation Board for Engineering and Technology accredited bachelor’s or higher degree program in surveying or surveying technology; Or 2. Eligibility to sit for the Fundamentals of Surveying examination through the National Council for Examiners of Engineering and Surveying via letter issued by the New York State Board for Engineering and Land Surveying (proof of eligibility required). As a Land Surveyor Trainee, you will serve a 24-month traineeship that leads to Assistant Land Surveyor, Grade 20. To advance to Assistant Land Surveyor, you must have obtained proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Surveying Examination (FS) and successfully completed the requirements of the traineeship to the satisfaction of the appointing authority. At the discretion of the appointing authority, early advancement to the Assistant Land Surveyor is possible if you have obtained your FS and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authority’s personnel office upon obtaining proof of passing the FS. You may receive an increase in salary upon obtaining your FS. Information about this increase will be provided by the appointing authority.Assistant Land Surveyor, SG-20: Proof of passing the National Council of Examiners for Engineering and Surveying Fundamentals of Surveying Examination or successful completion of 52 weeks of service as a Land Surveyor Trainee and successful completion of the Fundamentals of Surveying examination. Candidates may also be qualified for permanent appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law
Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. The starting salary for an Assistant Land Surveyor is $79,032. This amount is comprised of the base salary of $72,032 with an additional geographic pay differential of $7,000, specific to this title and location. The maximum compensation for this position is $98,381. This amount is comprised of the standard job rate of $91,381 with an additional geographic pay differential of $7,000, specific to this title and location. In addition, a Mid-Hudson Adjustment of $1,650 or a Downstate Adjustment of $3,400 may also apply depending on the location of the position.
