DESCRIPTION OF WORK

As a Human Resource Analyst 3, you will focus on completing specialist work in the field of labor relations (LR) with minimal supervision by applying general principles and concepts of labor relations. This includes a full range of LR functions for the Department of Human Services, an agency with over 14,000 employees who serve Pennsylvania's most vulnerable citizens. Responsibilities include but are not limited to assisting management in the proper application and administration of the provisions of all contracts and memoranda of understanding, analyzing requests for disciplinary actions, and analyzing and responding to union grievances. You will have the opportunity to provide guidance and consultation to all levels of management regarding contract interpretation, disciplinary actions, subcontracting and preservation of bargaining unit work issues, meet and discuss obligations, local agreements, the Governor's Code of Conduct, and all other facets of the labor relations functions. Additionally, you will be provide training on LR topics, attend meet and discuss sessions with the various unions, review proposed local agreements, as well as serve as an agency representative on the commonwealth's collective bargaining teams.

Work Schedule and Additional Information: Full-time employment Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week, upon successful completion of the required six month probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Human Resource Analyst 2 in the area of the parenthetical; or One year as a Field Human Resource Officer 1, and one year of professional experience in the area of the parenthetical; or Two years of experience in the performance of professional human resource work, including one year of professional experience in the area of the parenthetical; and a bachelor's degree; or An equivalent combination of experience and training.
