Reference #: 4531034 THE POSITION Pennsylvania Emergency Management Agency (PEMA) is seeking a detail oriented individual to conduct operational planning that is essential to assist the Commonwealth in preparing for and responding to emergencies and disasters. The ability to work with multiple state agencies, regional task forces, counties, and localities to achieve this goal and ensure the safety and security of people and property in the Commonwealth is an essential component of the Agency's mission and key asset for this position.

DESCRIPTION OF WORK

This Emergency Management Specialist position is part of the Planning Division within the Bureau of Planning, Training, and Exercise at PEMA.  This role participates in the development of strategies, goals, and objectives that will formulate operational plans for PEMA, statewide emergency management, homeland security, and emergency preparedness. Communication is key to integrate knowledge of emergency management and related directives, policies, regulations, procedures, and methods into collaboration and relationship building with federal, state, regional, county, local, and non-governmental organization (NGO) efforts.

In addition to involvement with operational planning initiatives, this position prepares for and carries out or coordinates emergency functions to respond to emergencies and disasters. Close involvement at operational and in-person levels helps the incumbent assess and track program performance and make planning decisions that encompass the entire preparedness cycle to help communities and citizens when they will need it most.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch. In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights. Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week upon successful completion of a training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. QUALIFICATIONS Minimum Experience and Training Requirements: Successful completion of the Emergency Management Trainee program (commonwealth title); or Two years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military; and a bachelor's degree; or An equivalent combination of experience and training that includes one year of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military.

Special Requirements: You must possess an active motor vehicle license. This position is required to operate a state vehicle to travel to and from disaster sites. All positions require certif cation in the following courses from the Federal Emergency Management Agency (FEMA) Emergency Management Institute, within six months of hire: IS-100.C: Introduction to the Incident Command System IS-700.B: An Introduction to the National Incident Management System IS-800.D: National Response Framework, An Introduction IS-2200: Basic Emergency Operations Center Functions

Other Requirements: PA residency requirement is currently waived for this title.
