JOB SUMMARY

This job provides leadership, support and vision to the Organization to achieve and/or exceed the sales goals for the Organization’s organized labor client base by facilitating and maintaining working relationships with NY accounts and is responsible for relationship management with organized labor, local and state government officials, and business and community leaders.

The incumbent facilitates successful labor management negotiations in the health care arena and promotes the Organization’s products, values, services, and commitment to labor as well as non-union environment and assists the Organization’s senior executives and client managers in new sales and retention of existing Enterprise business.

The incumbent actively participates on local labor advisory/labor management councils and assists in resolving problem situations related to contract negotiations for both union and non-union concerns regarding various health care issues and cost sharing alternatives. Prepares and conducts presentations and informational seminars for union and non-union leadership and utilizes consultative selling techniques to provide recommendations for best business course of action.

The incumbent educates organized labor leaders and members on Health Care Reform program details, product options, health care cost drivers and recommends health & wellness programs and product design to produce more efficient benefit plan performance by conducting bi-annual Labor Advisory Meetings to promote education and support the Organization's Enterprise strategies.

The incumbent works with Government Affairs to facilitate programs and strategies to support the Enterprise government relations objectives and assist in development and execution of Enterprise political strategies and with Community Affairs to positively position the Organization to be a leader in local workforce development initiatives and organized labor-sponsored charity functions.

ESSENTIAL RESPONSIBILITIES

  • Communicate effectively through written and verbal communication with external clients (union leadership, administrators, politicians, government officials, community leaders, etc.) and internal clients (sales management, sales executives, client managers, Government Affairs, Public Relations, Community Affairs, etc.).

  • Initiate, facilitate, and support relationships with external clients (government officials, business leaders, organized labor, administrators, union leadership, labor councils and politicians) and internal clients (sales executives and client managers, Regional Accounts, Small Group and Sr. Products).

  • Provide consultative selling, recommendations, and problem resolution to influence the close of the sale/renewal.

  • Work closely with the Organization’s Government Affairs, Community Affairs, and Facilities Management departments to gain/maintain organized labor’s support for the Organization’s strategies.

  • Work with the Organization’s diversified businesses to help promote their services to labor clients.

  • Facilitate successful labor management negotiations in the health care arena and promote the Organization’s products, values, services, and commitment to union business and non-union business.

  • Provide consultative solutions to the labor/business community through meetings, presentations, and informational seminars.

  • Educate the labor/business community on cost drivers, Organization values, and risk management.

  • Bridge the gap of external clients and internal clients, through the use of business functions, labor meetings, and entertainment, to expand and enhance the business relationship in order to provide results for the Organization and its client base.

  • Other duties as assigned or requested.

QUALIFICATIONS

Required

  • Bachelor’s degree or relevant experience and/or education as determined by the company in lieu of bachelor's degree

  • 5 years’ experience in Labor Relations

Pay Range Minimum:

$78,900.00

Pay Range Maximum:

$146,000.00

Base pay is determined by a variety of factors including a candidate’s qualifications, experience, and expected contributions, as well as internal peer equity, market, and business considerations. The displayed salary range does not reflect any geographic differential Highmark may apply for certain locations based upon comparative markets.
