Commonwealth of Pennsylvania Assistant Maintenance Operations Manager (Assistant Highway Maintenance Manager) in Bridgeville, Pennsylvania

The Department of Transportation is looking to hire an Assistant Maintenance Operations Manager who will play a crucial role in supervising and supporting multiple facets of the Maintenance Operations Section. This position encompasses responsibilities in areas such as Roadside Development, Traffic Line Painting, and the Posted/Bonded Road Program, among others. Do not miss this opportunity-apply today!   DESCRIPTION OF WORK In this role, you will implement engineering practices and principles to effectively manage several key programs. First, you will oversee the Turnback Program, which involves reaching out to municipalities after identifying suitable candidates, reviewing design cost estimates, and finalizing administrative tasks. You will coordinate efforts with the Municipal Services Unit and Construction and Maintenance teams, guiding personnel on the necessary procedures for executing these programs. Additionally, you will monitor the budget, authorize payments, conduct inspections, and prepare supporting documentation to present budget estimates and requests to the Director of Municipal Services.

You will administer the Municipal Snow Program and Comprehensive Maintenance Program, which entails liaising with municipalities to ensure the accuracy and efficiency of snow agreements and comprehensive maintenance agreements.

Additionally, you will develop and coordinate the District Line Painting and Marking Program by providing supervision, guidance, direction and administrative support for a staff of maintenance and trades personnel in the district-wide pavement marking program. You will coordinate the implementation of the program with the various county maintenance forces and render technical assistance in the layout and completion of the program.

Furthermore, you will assist the Federal Disaster Coordinator by reporting to County Emergency Operations Centers during natural disasters. In this capacity, you may also support the District Emergency Manager Coordinator by ensuring that district managers adhere to proper procedures for repairing or replacing damaged roadways, bridges, structures, materials, and equipment. You will monitor fiscal reporting to guarantee that the Department receives the appropriate federal funding and promote the coordination of the District's emergency service plans while consulting with federal, state, and local officials regarding program requirements and operational methods.

Lastly, you will engage in public relations activities, serving as a liaison with government officials through speaking engagements aimed at clarifying and promoting Department programs. You will also address community groups and elected officials to enhance customer service and foster greater public interest in the Department's initiatives.

Work Schedule and Additional Information: Full-time employment Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch. Travel, overtime and shift work required. Work hours subject to change based on seasonal requirements and operational needs. Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. QUALIFICATIONS Minimum Experience and Training Requirements: One year of exp rience as a Highway Maintenance Coordinator, Roadway Programs Coordinator, or Transportation Construction Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Six years of technical experience in highway maintenance, highway construction, or maintenance of heavy equipment used in highway construction projects; or An equivalent combination of experience and training. Special Requirements: This position requires possession of a valid PA non-commercial Class C driver's license or equivalent. Other Requirements: You must meet the PA residency requirement.
