Department of Labor Deputy Commissioner, Employment Security in Albany/New York, New York

QUALIFICATIONS:• Bachelor’s degree in business administration, economics, finance, public administration, computer science or related degree; and• Five years in the monitoring of programs for compliance with statutes, rules or regulations or professional level experience in Unemployment Insurance or benefits work; and• Three years of experience at senior managerial level involving planning and administration of programs within an organization; and• Two years of experience with direct or indirect oversight of a large ($10 million), multi-year technology build/upgrade project in collaboration with multiple agencies and vendors. Technology responsibilities must have included coordinating internal resources and vendors for project execution and ensuring the project was delivered on-time, within both scope and budget.• Strong leadership and analytical skills.• Advanced written and oral communication techniques and skills. Both written and oral information must include a wide variety of sources in a style and format appropriate for both technical and non-technical audiences.• Exceptional ability to develop and maintain relationships with the general public, employers, employer associations, labor organizations, government agencies, program advocates or other groups interested in the Unemployment Insurance Program activities.• A master’s degree may substitute for one year of experience.PREFERRED QUALIFICATIONS:• Project Management certification.• Knowledge of unemployment compensation benefits eligibility requirements and the administration of an unemployment compensation program or similar social insurance program.• Strong working knowledge of current technology and trends to leverage IT to improve service delivery. Familiarity with both unemployment and benefits information systems.• Ability to initiate and maintain relationships across a diverse set of stakeholders.Duties Description: STANDARD DUTIES:Under the general direction of the Commissioner of Labor and Executive Deputy Commissioner of Labor, the Deputy Commissioner for Employment Security will be responsible for the oversight, policy direction, leadership and administration of the New York State Unemployment Insurance Program. The New York State program serves over 650,000 unemployed New Yorkers and 540,000 employers annually with approximately $55 million paid out each week in benefits. Duties include, but are not limited to:• Coordination of unemployment insurance programs with other services provided by the Department to ensure seamless access for customers.• Oversee and manage the New York State $2.6 billion Employer Trust Fund.• Coordination of interagency employer enforcement functions and integration of program needs with unemployment insurance modernization efforts.• Establish general operating policies, plans and work programs involving employer reporting, employer experience rating, the determination of claimant eligibility for benefits and allowances, benefit and allowance payment, the audit of employer accounts, the collection of Unemployment Insurance contributions and special programs/initiatives.• Apply federal laws, rules, codes and regulations governing employment unemployment taxes/ unemployment benefits programs and services in the administration of unemployment insurance programs.• Lead and manage the Unemployment Insurance Modernization Project to replace a legacy information system with a web based, streamlined and customer centric application. Responsible for addressing system concerns/upgrades and delivering a quality, comprehensive project on time, within budget and meeting established expectations. Coordinate and implement this project with full transparency to Project Executive Steering Committee.• Assist the Executive Deputy Commissioner of Labor in the establishment, evaluation, and necessary revision of policies, programs, and operations.• Act as a representative of the Executive Deputy Commissioner of Labor in contacts with representatives of government agencies, employers, labor and community groups.• Work with the Executive Deputy Commissioner and Department Counsel regarding proposed and enacted legislation.
