Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Senior Health Care Management System Analyst, Grade 18 OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Senior Health Care Management System Analyst, Grade 18, under Section 70.1 or 70.4 of the Civil Service Law.Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.Health Care Management System Analyst Trainee 1: A bachelor's or higher degree.Health Care Management System Analyst Trainee 2: A bachelor's degree AND one year of professional experience in conducting public policy research and analysis in finance.Senior Health Care Management System Analyst: A bachelor's or higher degree AND two years of professional experience in conducting public policy research and analysis in finance.

Duties Description This incumbent will function as a financial analyst within the OHIP’s Division of Finance and Rate Setting (DFRS), Bureau of Mental Hygiene Reimbursement in support of rate setting functions for Medicaid fee-for-service (FFS) rates related to mental health, developmental disability, and Home and Community Based Services (HCBS). The incumbent will be working on various assignments which include cost report management, Medicaid rate-setting for 1915c Waiver and State Plan Amendment (SPA) programs, policy and regulation involving 1915c Waiver and SPA program development, and other projects requiring assistance. Further, the incumbent will assist with rate notices, rate loading, provider inquiries, conduct research and perform financial analysis. This position requires extensive collaboration with various stakeholders including: rate setting, fiscal management, legal affairs, and program staff within the Department as well as other state agencies, consultants, state auditors, and Medicaid providers. Additional responsibilities include:• Calculate and load the Medicaid FFS rates for in the eMedNY system;• Develop deliverables and present information to executive staff within the Bureau;• Develop, organize, and improve policy and procedures for rate setting in assigned areas;• Organize rate and utilization data, reports, and policies for executive staff review and record keeping;• Maintain rate information on the Department’s public websites; and• Research, review, and interpret relevant state and federal statutory requirements.
