Duties Description The Office of Financial Management, Division of State Operations Financial Management, Bureau of State Budget Services is recruiting to fill a Senior Budgeting Analyst/Budgeting Analyst Trainee, position. The incumbent of this position will have many responsibilities as part of the Fiscal Internal Controls Compliance unit, including serving as the primary Credit Card Administrator for the Office of Mental Health. The incumbent will provide essential support for the daily financial functioning for OMH facilities and Central Office divisions through the oversight and maintenance of the Office of Mental Health Credit Card program. The incumbent will perform duties that include, but are not limited to the following:Monitoring credit card reconciliation status, generating credit card data reports, and disseminating the reports within State Budget Services and to OMH facilities and Central Office divisions.Reviewing, analyzing, and processing applications for credit cards and the related updates to the Statewide Financial System (SFS). Monitoring compliance with regulations and internal controls requirements for credit card processes. Serving as the primary contact for Credit Card Administration for OMH facilities and Central Office divisions, assisting with all inquiries, assisting with JP Morgan PaymentNet access, and providing trainings as needed. Serving as the primary agency liaison to the Office of General Services (OGS) Business Services Center (BSC) for credit card administration. Maintaining and innovating established credit card procedures, establishing and updating default coding for all users, analyzing data for credit card potential issues, and identifying and bringing errors and issue to management’s attention, and/or resolving such irregularities to ensure continued functioning for all OMH cardholders. Serving on the SFS Agency Security Administrator team. Providing support with assigning SFS user roles, password resets, responding to inquiries, and assisting with providing trainings as needed. Creating, reviewing, and testing various Administrative Support Procedures and internal controls projects relating to various OMH fiscal functions.Serving as an agency liaison to facility staff, Central Office program staff, and control agency staff such as the Division of Budget (DOB), Office of the State Comptroller (OSC), and the Office of General Services (OGS) Business Services Center (BSC).

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.The salary listed applies to candidates appointed to Senior Budgeting Analyst, SG-18. The salary for candidates appointed to Budgeting Analyst Trainee 1 starts at $49,363 and, for current New York State employees, is based on the candidate’s salary at the time of hire.Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process.
