Duties Description This position will be in the Licensing and Regulatory Compliance unit within the Bureau of Narcotic Enforcement. Duties include processing, tracking and finalizing controlled substance license applications. The incumbent will oversee, process and track controlled substance destruction requests and collection events. The incumbent will work collaboratively with the Federal Drug Enforcement Agency and other partners during Drug Take Back events.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18, OR a current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.Non Competitive Candidates via HELPS Program: Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.Health Program Administrator Trainee 1: A bachelor's or higher degree.Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Preferred Qualifications: Working knowledge of the New York State and Federal Controlled Substance Acts, how it relates to various medical professions and procedures within healthcare facilities; broad range of administrative skills and experience including but not limited to assisting with personnel; work independently; excellent writing and verbal communication skills; excellent organizational skills and prioritize multiple assignments managing and tracking licensing application processes, work with health care providers, and assure regulatory compliance; problem-solve and develop procedures as well as work with various state agencies and federal partners; be proficient in Microsoft Office products and ability to quickly learn new data management software programs.

Additional Comments Additional duties include the preparation of written material in the form of internal and external reports, correspondence, and other documents related to program functions, including responding to internal and external stakeholders regarding program policies and regulations. Assist with administrative tasks, operational activities, and other Bureau tasks as needed.This position is part of the NYS HELPS program. No examination is required.
