Duties Description The Paramedic Communications Specialist (Emergency Medical Technician – Paramedic) assigned to the State Medical Operations Coordination Center (SMOCC) plays a critical role in New York State’s healthcare emergency response system. This position is responsible for supporting statewide emergency operations, maintaining situational awareness, and coordinating with internal and external stakeholders during disasters and healthcare system disruptions. The specialist manages and disseminates emergency information, supports the strategic allocation of resources, facilitates continuity of operations, and contributes to the effective deployment of State EMS Task Force assets. In addition, the Paramedic Communications Specialist brings advanced paramedic certification and field experience to serve as a clinical and operational subject matter expert. The position plays a key role in supporting interfacility patient transfers and EMS operations across the state, ensuring these efforts are aligned with patient needs and the capacities of healthcare facilities. This integration of clinical expertise and operational coordination is essential to delivering timely, patient-centered care during emergencies that impact communities and New York State’s healthcare infrastructure. Major Duties Include: Situational Awareness and Analysis (25%): Continuously gather, monitor and prioritize critical information from multiple sources, including operating agency data collection systems, to maintain situational awareness of New York State’s emergency medical and acute healthcare systems; Analyze data related to emergency issues and incidents, interfacility transfers, response times, resource utilization, and patient care to identify trends and areas for improvement; Prepare comprehensive operational briefings and situational analyses for command staff, focusing on both emergency and non-emergency situations.Interfacility Patient Transfer Coordination (30%): Coordinate interfacility patient transfers when local resources have been exhausted, ensuring patients are transported to appropriate facilities based on acuity and resource availability; Match referral and receiving hospitals to ensure alignment with the patient’s clinical needs and the receiving hospital’s capacity and capability; Link Regional Medical Operations Coordination Centers (RMOCCs) from referring and receiving regions to facilitate communication between referring and receiving physicians; Work with hospitals, EMS agencies, and alternate care sites to manage patient distribution across sub-state, state, and federal regions, balancing needs and capacity in crises; Ensure all transfers comply with established medical protocols and operational guidelines.Communication and Coordination (25%): Act as a liaison between internal and external stakeholders, verifying incident details, and facilitating coordinated response efforts; Maintain contact information, operational databases, and emergency communication systems to enable efficient communication during crises; Support regulated healthcare facilities, EMS responders, 911/public safety answering points (PSAPs), and other emergency service agencies during activations; Assist with notifications to relevant program divisions, regulated healthcare providers, and practitioners during emergencies.Support for Emergency Services (10%): Provide specialized guidance and operational support to EMS responders and healthcare facilities, leveraging clinical and field experience to enhance emergency response capabilities; Evaluate and recommend the allocation of critical resources, including medical supplies, personnel, and equipment during emergencies; Participate in training sessions and drills to prepare emergency medical and acute healthcare personnel for effective response.Administration and Support (10%): Maintain accurate documentation of emergency operations, including event logs, resource tracking, and after-action reports; Provide administrative support for SMOCC operations, including updating policies and procedures, scheduling, and tracking performance metrics; Collaborate with internal staff and external partners to optimize workflows, support policy implementation, maintain readiness through training, drills, and continuity planning; and perform other duties as assigned to support the SMOCC.
Minimum Qualifications New York State Health Department certification as an Emergency Medical Technician (Paramedic) and the appropriate New York State driver's license for the type of vehicle operated.Preferred Qualifications: Certifications / Licenses: New York State DOH Paramedic certification; Completion of the following FEMA Incident Command System (ICS) courses: ICS-100, ICS-200, ICS-300, IS-700, and IS-800; Additional ICS/NIMS certifications such as ICS-400 or FEMA Professional Development Series (PDS).Experience: Preferred 2 years of experience in pre-hospital care as a practicing paramedic, with direct involvement in EMS operations or emergency response coordination or patient transfer coordination.Knowledge / Skills / Abilities: Expertise in emergency medical services operations and pre-hospital care systems; Knowledge of interfacility patient transfer logistics and hospital capacity management; Strong analytical skills to assess and interpret data related to EMS incidents and resource allocation; Proficiency in emergency communication systems and database management; Ability to collaborate with internal and external stakeholders effectively.
Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.There are multiple vacancies.This position is part of the NYS HELPS program. No examination is required. This position may require travel throughout New York State including overnights to areas not served by public transportation.NYS Department of Health does not participate in E-Verify and does not sponsor visa applications.For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
