NYS Department of State Business Systems Analyst 1/ Trainee 1/2 (NY HELPS) in Albany, New York

NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS ARE:Business Systems Analyst Trainee 1: A bachelor’s degree or higher.Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Business Systems Analyst 1: A bachelor’s degree and two years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.COMPETITIVE MINIMUM QUALIFICATIONS:Business Systems Analyst Trainee 1:Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.Business Systems Analyst Trainee 2:Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-12 or higher and otherwise eligible for transfer under Civil Service Law.Business Systems Analyst 1:Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.A list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.PREFERRED QUALIFICATIONS:Experience:Applicants must meet the following for consideration:•A bachelor’s degree or higher and two years of professional business analysis experience where the primary duties were performing 2 or more of the following activities:1.Using business analysis techniques to elicit requirements as the foundation for the solution to the business needs.2.Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effective of the system, business process, or product/service to fulfill business requirements.3.Describing in a comprehensive written document what the system, process, or product service must do to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle.4.Validating requirements throughout the product/system development life cycle, including all changes to the processes that would enable the organization to meet its goals.5.Verifying requirements are met throughout the development life cycle to ensure it performs to specification, including developing testing scenarios and leading subject matter experts during user-acceptance, identifying risks, and communicating with stakeholders and project managers. Preferred qualification within the scope of experience above:•Applicants with the following qualifications shall be preferred: Certification by a recognized body demonstrating that the individual has been trained in business analysis techniques.•More than three years of professional business analysis experience where the primary duties were performing four or more of the activities set forth in the required qualifications above.•Experience with information technology procurements, including writing or editing requests for proposals, project-based information technology service mini-bids, and requests for quotation.DUTIES: The Business Systems Analyst 1, Trainee 1/2 duties in Agency Transformation will include but are not limited to the following: •Research and gather requirements for ongoing projects.•Evaluate existing processes and create flow charts and process models describing functions.•Work closely with unit, division, and Executive leadership to envision and document future efficient states that best serve the public where appropriate.•Learn and understand processes week enough to offer information to developers in the stead of subject matter experts where appropriate and necessary.•Develop test data and scenarios, tests systems functions, and document results.•Develop training materials related to business systems implementation for users•Write procedure m annuals and document business process deficiencies requiring resolution during and/or after implementation.•Assist in draft in RFP’s, RFQ’s, PBITS, vendor contracts, scope of work documents, and other related materials.
