Duties Description The incumbent will direct the AIDS Institute’s Division of HIV and Hepatitis Health Care. The Division of HIV Health Care ensures the availability and accessibility of quality care and services for individuals and families affected by HIV through the development of a continuum of care which addresses the needs of individuals from asymptomatic infection through the acute and chronic stages of HIV disease. The Division has a major role in the Ending the Epidemic (ETE) initiative, with programs focusing on linkage to and retention in care and treatment. The Division also oversees viral hepatitis planning, policy, and program development. The position’s responsibilities include policy formulation related to HIV and hepatitis health care and support services; HIV and hepatitis program planning, design and implementation; directing resource allocation; directing program evaluation; directing the management of programs; supervising professional staff; representing the AIDS Institute related to HIV and hepatitis health care programs and services; and other duties as assigned.
Minimum Qualifications Transfer: Current New York State Department of Health employee with one year or more of permanent, contingent-permanent, or 55-b/c service in a position allocated to a Grade 29/M-3 and above and eligible for transfer under Section 52.6 of the Civil Service Law.NY HELPS: Bachelor's degree AND six (6) years of professional experience directing and managing statewide, borough-wide, or multi-county HIV/AIDS programs. This experience must have included prioritizing goals, implementing programs, allocating resources, developing the program's budget and organizational structure, and staff development. Three (3) years of this experience must include supervising professional staff who supervise lower-level professional staff. Substitution: A master's degree can substitute for one (1) year of the non-supervisory professional experience.HIV/AIDS programs provide individuals at risk or living with HIV/AIDS or viral hepatitis prevention programs such as pre-exposure prophylaxis (PreP), harm reduction programs, syringe exchange programs, sexual health and HIV/AIDS education programs, counseling and testing programs, heath care, case management, supportive services, or providing education/training to service providers.For the purposes of this recruitment, supportive services programs are defined as providing a range of services, which may include, but are not limited to, outreach, transportation, food and nutrition, housing assistance, health education, substance abuse counseling, supportive counseling, peer support, and translation services.Qualifying experience: If verifiable, we will accept and prorate appropriate part-time and volunteer experience.Examples of non-qualifying experience include but are not limited to: Clinical experience such as a nurse in a hospital HIV/AIDS unit or clinic HIV/AIDS program, or experience as an HIV/AIDS social worker or case manager in a clinical setting or community-based organization; Non-managerial experience in an HIV/AIDS program such as an HIV/AIDS educator, trainer, counselor, or client advocate in an HIV/AIDS organization (e.g., HIV/AIDS Community Service Program (CSP), HIV/AIDS clinic, or HIV/AIDS program within a larger organization, such as an HIV/AIDS program housed in a health facility or community based organization); and Supervision of clerical or secretarial staff.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency.
