Duties Description The Administrative Specialist 2, SG-23 serves as the Division Business Office Administrator for the Division of Environmental Stewardship and Planning (DESP), and reports to the Division Director or designee as appropriate. Duties and Tasks: As the DESP Office Administrator, the Administrative Specialist 2 performs or oversees performance of the following duties, as appropriate:• Assist the Division Director in recruitment, hiring and human resources processes.• Supervise and train administrative staff, including clerical, secretarial and lower-level professional staff at the Main Office. Assists in processing critical fills for the Division.• Ensures the preparation and review of probationary service reports, temporary service reports and a variety of other documents, advising supervisors/managers on appropriate actions to be considered and taken in alignment with HR policies.• Work with Albany Human Resource staff to provide recruitment needs including duties, location of positions, justification of need. • Liaison between applicants and the main office human resource representative• Work with Regional Business Office Administrator (RBOA) statewide • Analyzes recurring requisitions for materials, equipment and supplies and makes recommendations for further purchases.• Works with Procurement to resolve issues with purchase orders. • Work with Division Director and Bureau of Financial Administration to assess financial needs by analyzing budget and spending patterns through use of historical data and communication with Division Director and Assistant Division Directors• Work with Financial Administration to process interagency billings.• Monitor budgets against Lapsing Funds to maximize use of funding.• Gathers information for internal audits as needed including responding to the Albany Business Office in an accurate and timely fashion when information is requested for Albany response to control agencies including Office State Comptroller/Statewide Financial Services (OSC/SFS)• Obtain/cancel P-Cards & Travel Cards for staff• Administers Purchase Requisitions to procure needed items/services.• Work with DESP Director and Finance to assess annual uniform inventory and ordering.• Review vendor invoices through e-Settlements • Natural Historic Trust (NHT) – Oversee staff preparing Process Payments, revenue abstracts, & reconciliations• Track Division funding including NPS, T&S, NYWorks, EPF in conjunction with other administrative support staff• Act as lead resource to District staff for administrative needs• Supervise DESP Statewide Grants Coordinator and Stewardship Administrative Specialist. • Perform other duties as needed and directed by the Division Director.
